Brief Description of the Organization

South Asia Co-operative Environment Programme (SACEP) is an Inter-governmental Organization, established in 1982 by the Governments of South Asia to promote and support protection, management and enhancement of the environment in the region. Eight countries, namely; Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka have ratified the Articles of Association of SACEP. It is also registered with secretariat of the United Nations as a Multilateral Organization in accordance with Article 102 of the Charter of the United Nations. SACEP has its headquarters at Colombo and is enlisted as a Specialized Agency under the Diplomatic Missions of the Ministry of Foreign Affairs of Sri Lanka. SACEP is also the Secretariat for the South Asian Seas Programme (SASP) which is one of the eighteen Regional Seas Programmes of United Nations Environment Programme (UNEP).

The Mission of SACEP is to promote regional co-operation in South Asia in the field of environment, both natural and human in the context of sustainable development and on issues of economic and social development which also impinge on the environment and vice versa; to support conservation and management of natural resources of the region and to work closely with all national, regional, and international institutions, governmental and non governmental, as well as experts and groups engaged in such co-operation and conservation efforts.

During 39 years of its existence, SACEP in collaboration with various partner organizations had implemented a number of programmes in the field of Environmental Law, Biodiversity, Air Pollution, Environmental Education, Multi-lateral Environmental Agreements, Coastal and Marine Environment, Combating Illegal Trade in Wildlife, Environmentally Sustainable Transport, Climate Change, Waste Management, Data and Information Management, Sustainable Consumption and Clearing-House Mechanism etc. Hosting and co-ordinating regional arms of international programmes and activities, have been a major role played by SACEP. For example, SACEP since 1983 has served as the secretariat for the South Asian Seas Programme, which comes under the umbrella of UNEP Regional Seas Programme.
